Admiralty concur generally with views expressed in your letter of 8th January to Governor Hong Kong. seems desirable however that any representations to Japanese Consul General or to G.O. SAGA should be based on Admiralty Memo inA.F.O. 2/29 rather than Hong Kong

ordinances, since restrictions in Article 15A go beyond

A.F.0. 2/29, and bear marked resemblance to those which

were so offensive at Singapore.

It would appear from Admiralty records that notifica- tion of 26th June, 1903, was withdrawn shortly after issue

Any areas in Hong Kong from which Japanese should

be excluded for secrecy reasons would best be dealt with

as "prohibited areas" from which all comers are excluded,

this avoiding any appearance of discrimination.

If a local usuage has grown up under which SAGA

visits Hong Kong harbour without notification for fuel

provisions, etc. it would appear undesirable to interfere

with it.
